Word for exporting responsability

When you 'put the responsibility onto someone else.' I'm conceptualizing a conversation but I'm hitting a roadblock when trying to express 'export' responsibility. I know there's a precise word but It's not coming to me. Thanks in advance.

  • Sure. When x claims y they are in reality (Deferring, delegating [impying none consent, blame]) responsibility to z for own misfortune. The thought was fleeting so the context is not exactly what was running through my head but this should get the gist.
