Comparing column in csv to date and adding new column depending on value we compared using powershell

I have csv sheet which has



IP         Date       Name

8.8.8.8 5-9-2018 abc

9.9.9.9 5-8-2018 xyz


I would like to write a script to compare dates in the column. If date is within "5-8-2018 to 8-10-2018" it should add an another column in the sheet with header "weight" and value "0".



If date is within "5-2-2018 to 8-5-2018" it should add an another column in the sheet with header "weight" and value "1"
