What does the second's less than a minute phrase mean?

A has finished doing stuff
A: "8 minutes and 32 seconds"
B: "Eight? The second's less than a minute"



As the title said. I don't get it. It might be a phrase. I looked on a dictionary and no luck. Also I would like to know how to use it in conversation.
