MircosoftEntityFrameworkCore for DB access

I am currently using Microsoft Entity Framework Core to create a DB context using the Options Builder. When I installed the MicrosoftEntityFrameworkCore from Nuget packages everything worked great. However, when I close my solutuin in Visual Studio and then re-open, I get the following error: The type initializer for Microsoft.EntityFrameworkCore.Infrastructure.EntityFrameworkServicesBuilder threw and exception. If I uninstall the Nuget package and reinstall, it works totally fine until I close the project and re-open, then I get the same error again. Git doesn't detect any differences from when I close to when I re-open the solution. What could be going on?
