Should I use one microservices or two to handle security

I have a microservice to handle the CRUD operations for a File entity.
Another microservice with the users and the clients for authorizations (an Oauth2 server) and their authority for the application scope like Admin ,User, Oauth-Admin etc.
I need to manage specific access to the files depending on the users, such as read, write, admin etc. so it's a many to many relation between File and User with the access level. Should I use a stand alone microservice for that purpose or use the file service ?
