I Have Two Questions
1) Wordpress running on IIS on Windows Server 2016 on Azure platform. Google PageSpeed won't work.
2) Wordpress is running Azure App Service and Google PageSpeed isn't working.

Hosting a site and setting up Google PageSpeed does not seem to be programming related. You should either check Google documentation, or use a WordPress forum.
