Android layout does not pan up when soft keyboard opens for an already focussed EditText

In my android app, when user click on an EditText to enter some text, the virtual keyboard opens up and the view pans up so that EditText is visible when user is typing on the keyboard.



But, if user closes the keyboard and clicks on the EditText again (when the EditText already has focus), the view does not pan up. The keyboard opens and it covers the EditText.



Is there any reason for the view to not to pan up when already focused? Is there any way I can get the view to pan up in this case?
