I'm specifically looking for an idiom about a person who creates job security for himself or herself by unwittingly complicating things for his or her company. This would be someone who creates more work for many people to do instead of less work for fewer people, a person who doesn't really solve problems. If this person were Bob you would say, "Hey thanks for fixing that Bob!" and later wonder, "if Bob didn't invent this system that breaks so often would I be thanking him for fixing it?". The word blunderbuss is good, so is empire-builder. The technically correct expression "work yourself into a job" looks too noble.
