I am wondering if a "How" should always be answered starting with "By?"
How Do We Improve As a Company?
• By accepting and embracing change
• By going the extra mile in our customer service
• By keeping up with technology
Or is it okay to just answer like this, for example:
• Accept and embrace change
• Go the extra mile in our customer service
• Keep up with technology

Either is fine. The advantage of the second might be seen where the question comes as part of a planning/review process. The bullet points could in that case serve both as suggested answers and (where agreed) as priorities or next steps.
