Cannot enable datetime pickers in MantisBT 2.18.0

I've had a hard time trying to find out why I'm not able to activate datetime pickers instead of the combobox groups for date fields. I started using MantisBT about 10 years ago and regularly installed new instances, configured them and used them successfully.
The last weeks I was looking for a possiblity to replace the three comboboxes in date fields with a date picker. The current instance is of version 2.18.0 and I can see in the browser that MomentJS is loaded as well as that there are date format options set according to bug reports, pull requests and changesets on the MantisBT website and GitHub. I also had a look at the Mantis Wiki, the Admin Guide and also searched here on StackOverflow for hints to no avail. It is not even clear to me, if this feature is still available, as there are some reverts in the GitHub history and I couldn't find a clear statement or documentation regarding this feature or its development status.
Could someone please give me a hint on how to solve this? How can I enable datetime pickers in a fresh Mantis 2.18.0 installation? Are there plugins that may interfer (i. e. I shouldn't install these plugins if I want a datetime picker)?
