Welcome to EL&U. Your question is hard to decipher due to your non-standard use of capitalization and punctuation, but it appears to be asking a question about the law, and not about English per se. Please take the site tour and review the help center for some help on strengthening the question.

I'm voting to close this question as off-topic because it is off-topic for English Language and Usage. It should be right on target for Law SE. Good Luck there!
